Any user can access Market TDOS Page - role does not matter

Currently only BSL/PPL can view and open Market TDOS page - 

Considering regional reviewers will not have BSL/PPL, their access needs to be taken care of 

Currently, there is a temporary fix but this feature will ensure this issue is permanently fixed
