Make differentiation between tooltip text when stop sales value is avialable vs an overwrite stop sales value. Review in combination with logic from Write off workbench

This is the requirement to understand the differentiation between normal stop sale value (3.2 Stop Sales SIM) & stop sale value coming from write off workbench in UI. The differentiation can be done on the basis of tooltip text & the border color that appears at (3 Proj Inv) section on UI for write off workbench stop sale value.
