Standardization in formats in View Data Functionality

1. Multiyear view data pop up:  set decimal place settings to match multiyear projection table ; set decimal places in table to one decimal place for all to match chart - needs a lot of work 
2. add commas for any value >999  (Completed in Multtibrand summary)
3. Categorization view data pop up:  put columns in same order as chart; set decimal places in table to one decimal place for all to match chart

Summary Dashboards View Data look and feel (fix spaces in column headers, one decimal place, commas for >999, remove (3) from grouping title and open with expanded view of the grouping, Put columns in same order as chart, color code columns based on main inventory category (operation, strategic, excess -OS10359)
