tick box not staying checked for Upstream if comment isn’t entered

The Upstream process doesn’t require a comment, only a reason code. Below logic should be applied:

1. When a reason code is entered/changed the tick box automatically checks so item can be considered reviewed.
2. For API the tick box remains checked throughout the month once reason code is added/changed, blanking at the end of the month. If a reason code already exists, the tick box should be enabled so the only task of the planner is to check reason code is still valid and tick the box. Reason code should remain in place unless SR is no longer present, in which case, cleanup logic will remove it
3. For DP the tick box remains checked throughout the week once reason code is added/changed, blanking at the end of the month.
