Create entity that holds material-location pairs with anchor dates

Create a temporary table that holds pairs of material, location together with anchor dates. Criteria for creating the rows are to take all the records from Final_Prediction table and group by material and location.

• Take the minimum date for a given group and add 8 weeks to the date. When the date does not exist, go further until the match is found (The date exists, can be greater than 8 weeks)
• Filter those records that do not have at least 28 weeks of data (together with gaps)
• When the first anchor data is found, take the next dates based on a rule of next 4 rows ahead regardless the date (it can be more than 4 weeks as there are gaps in data).
