AFW - Sync up the graphs filters with the ag grid table

Problem Statement

AFW graphs are currently based on a condition of rolling 1 year of apprval date in the past to display the data. This condition should be removed from the code and replaced by adding another filter in front end, to let users decide, how much data to bring.

Additionally the filters currently only apply to the graphs. Users have requested that the filters apply to both the graphs and the ag grid table. This will help users understand what AFWs are making up the data they see in the graphs.

Acceptance Criteria

• Year of Approval is added to the filter panel and is defaulted to current year
• Add an option "Not Yet Approved" to the Year of Approval filter. This is used to also bring the records that may be in process or not fully completed yet.
• Use of filters apply to both the graphs and the ag grid
• Year will be added from 2021 to current year
