AFW - Prepoluate the signature required field when stakeholders are added automatically

Problem Statement

When an AFW is created, the stakeholder list can populate automatically based on the AFW amount. Roles and names are fetched from the Master table. By defaut the "Signature Required" field is left blank for user to chnage to Yes or No.

Acceptance Criteria

We would like the Signature Required field to automatically populate to 

• "Yes" for all L0 to L3 approvers coming from the master table
• "No" for the market planner and AMP Planner
• By default no stakeholder line is left without the field left empty
