AFW - Mandate documentation of comments and manual costs

Problem Statement

Some users are adopting some misleading practices in the AFW platform, such as:

• documenting a manual value lower than the system calculation without any comments to justify
• documenting a manual value when system is not able to fetch a price and not document the unit price they used

Some guards must be implemented in the forms of pop up messages and forced documentation of certain fields

Acceptance Criteria

below condiitons are to be validated at the "sending email" stage and prevent the email from going if not met

• If a manual value is documented higher than system calculation, force the user to input a comment. If comment is present allow to proceed, if not, trigger pop up message ("You are requesting an AFW value higher than the product cost value  calculated by the system. To be allowed to proceed any further with the AFW submission, please document in the "Comments" section what is driving the required additional cost")
• If a manual value is documented lower than system calculation,  trigger pop up message ("You are requesting an AFW value lower than the product cost value calculated by the system. To be allowed to proceed any further with the AFW submission, please document the stat cost being used in the "Stat Cost Manual" field and detail in the "Comments" section what is driving the use of a lower cost than the one in the system"
• If a manual value is documented as no system calculation could be suggested due to the absence of unit cost, force the user to document both the Qty and the Unit Cost they have used to come up with this total value ("You are requesting an AFW value with either a quantity or unit cost missing. To be allowed to proceed any further with the AFW submission, please document the missing information leading up to this value")
