Build User interface for IO user profiles to maintain Capacity limit table

Description: 

similar to the admin table in TAMO, this view would enable the key IO user to maintain the capacity limit table 

Acceptance Criteria:

Given: Specific IO admin on LOP admin table

When: The admin changes the capacity limit for their respective warehouse

Then: The capacity limit for warehouse updates based on the change
