Supply Alert - Date Tag Applied to versions

Problem Statement

The date stamp recorded when creating version for the Executive Summary or Mitigiation section does not match the computer time stamp (off by a day).

Time stamps are ideally aligned to the user timezone. Please see screenshot enclosed.

Acceptance Criteria

Versions time stamps match user time zone settings
