Automate the "Fcst DP" field based on presence of number in the "Annual Fcst"

Right now the "Fcst DP" field is a manual user entry YES/PENDING/NA. We would like to have the field auto default to YES if forecast is captured in the "Annual Fcst" field, while still letting the user access to the drop down in case of modification.

Acceptance Criteria

Fcst DP field defaults to YES if "Annual Fcst" >0
