PAR Missing LOCD date compared to BOBJ or ePalms

Problem Statement

Looking at PAR-2021-0007407 and PCM Incident 31032, we may have data gaps between what is visible in ePalms and BOBJ vs. what we see in PCM

• Record holds a LOCD date of 07Feb21 in both BOBJ report and ePalms
• Checking the dbo.imp_BOBJ_ePalms, the LOCD does not seem to be ther
