Allow Modification of Business Criticality field for AFME & EUROPE in paralell to the existing rule on segment

As AFME or EUROPE PCM Planner, my business criticality fields automatically gets assigned based on the product ABC segment. I would like to still be able to modify the autocalculated Business Criticality or input a Business Criticality when a product segment is not yet present

Acceptance Criteria:

• Existing auto calculation continues to run based on segment
• Business Criticality is not fully locked and user can still access and change value
