Allow edit function for Externally Funded check box

Problems statement:

Externally funding may not be determined until after the PAC is Prioritized. But this field is grayed out when PAC is Prioritized.

Acceptance criteria:

Sames as Edit Cost/Financial Benefit box, the Externally Funded check box can be edited even after PAC is Prioritized.
