      Navigate to PAC central from SIQ dashboard
      Create a PAC and submit with CMC contact entered.
      Login as CMC contact and select the submitted PAC


      Expected: Edit PAC details button should be enabled and user can click on that button and enter only CMC comments.

      Actual: Edit PAC details button is not enabled hence CMC comments field is not enabled to enter comments. refer attached snapshot

      2. Create a PAC and submit with CMC contact entered.
      3. Login as CMC contact and select the submitted PAC
