As an S2O planner, I need the system to load the existing OTIF exemptions codes from APO into SIQ/S2O during cutover.

In the 'Cutover' template, add a new column OTIF.

Cutover process: save the value found in the OTIF field into the NetReqs.OTIFexemptionCode field.

This field is not mandatory so the value in the file can be blank.

If different from 'OTH', we will validate the 'Code' part of the file to ensure we don't create an invalid record.
