Given: User is in PAC central homepage and clicked on create new PAC button
When: User has entered all necessary information and clicked create
Then: Potential similar PACs list popup should be displayed

Navigate to PAC central homepage from dashboard
click on create new PAC button
enter all necessary information in create new pac popup including product information and click create

Expected: Potential similar PACs list should be displayed

Actual: no popup, error or confirmation message is displayed and create button is greyed out. refer attached snapshot 'Create New PAC.png'
