CS: Projected Stock Risk Items - outside Transit horizon with QM lot or inventory at plant

Current logic is looking at 12 month Horizon which is too broad and a QM lot at site will not have impact this far in the future,

Update to logic:

Use the last QM lot inspection date (availability date) + GIPT+ Transit LT + GRPT as the checking horizon
