Vetting - aggregate Planned orders in the same calendar month when loading the vetting data

As a PC1 planner , I need the system to aggregate planned orders using the same logic as for the published FCS from the file.

When Releasing orders, the aggregation will be also saved: keep a dingle order with the sum of quantities and delete the others.
