Rel 10.1 - Reg - PAC - Financial benefit and manual PGS cost is non editable when after selecting 'Edit Cost/Financial Benefit' checkbox on Prioritized PAC

1. Navigate to PAC registry page and create a new PAC
2. Enter all necessary details and navigate to prioritization page
3. select financial benefit as Yes and navigate to financial information page
4. Enter Financial benefit and navigate to PGS cost
5. Select Standard cost type and select change type 
6. navigate to reg cost and enter reg cost, Save and submit PAC
7. click on edit PAC details and select 'Edit Cost/Financial Benefit' checkbox

Expected: Financial benefit should be editable, and PGS cost calculation method should be changed to Manual and Manual PGS cost should be editable.

Actual: PGS cost calculation method is changed to Manual but both financial benefit and manual PGS cost is noneditable.
