Display the last Submission -> Approval / Cancellation for LNO Approval Lead Time

From LNO Standpoint, these are 2 different requests.

The first request is invalid as its cancelled already.

The second request becomes valid.

To be fair, the LNOs should be penalized for any cancellations that are done by the system.

From our side, we can put, the Lead for the approval for the last request should be considered as LNO approval lead time, which should be lesser than average !!!
