Backend Monthly Viatris file load deleting last file loaded Published orders

in stag I deployed one sp for Vetting Monthly file load from backend job, it to fix one vetting published records issue found during Keila & Eric  testing .

This to fix a Vetting issue to stop deleting last loaded files Published records.
