After Submitting the orders from Upload screen the Accepted records is again Submittable

Steps to reproduce:

1. Login to the S2O portal with valid credentials.
2. Click on upload button from the home screen under the switch view.
3. In upload screen, select any of the Process and browse a proper excel file.
4. Upload the records from file.
5. Select the records and click on Submit button.
6. System displays the pop up message for submission.
7. Click on OK
8. Observe the results.

Expected result:

User should not be able to process the same record again, so that it doesn't create any duplicate records in the system.

Actual result:

User is able to re-submit the same records again from the upload screen.

Note: Issue is observed both in DEV and STG
