Accord records are not filtered when other filters are applied along with AFW type filter

Ex: Select AFW type as 'Accord' and click filter, AG grid and graph are filtered accordingly. now select Year of approval as 'ALL' and filter. records matching AFW type as 'Accord' and year of approval 'ALL' should be displayed but all records are displayed instead. refer snapshot attached.
