BSL Perf_Site Metrics- Background color is missing.

Tested on Dev

E2E Perf-> Default page (Filter By: full data set) > Site Metrics> Color is missing for Site Metrics -> It should be Red/Green as per Target %

Michal: it looks that this rule is not in place: When no metric target is specified at site level (e.g. ES plant ISL) or network level [e.g. multiple selections in Filter By widget with no corresponding target, "Execution" Metrics for product selection(s)] apply PBG-level target for this metric
