PCM Popup with filter option on first time load - Phase 1

Description: 

• Filter Popup to be created - design to be same as what we have in Intelligent response. 4 fields is not needed (2nd line - Horizon, version, description, material)
• No more auto-loading of PCM events when screen is opened
• No rows to load ---> Replace it with Please filter the PCM events using filter button

Logic:

• User has a default view already set - automatically, the default view will load and PCM events load (no change from current existing screen)
• If user has no default view - then the filter popup will load as a default with design on top

• When the screen opens, data will never load unless there is a default view 

When PCM opens, based on whether user has a default view or not, Filter popup
