TC EXEC - Make LOCD editable in Last Mile

Problem Statement:

Last Mile (Mkt and EU) users want to update the LOCD date manually to reflect the correct information, currently the field is uneditable.

Now, to reflect that the field has been overwritten manually, enable a dark orange border on the overwritten LOCD cell.

Do not include this as a part of history table.

Acceptance Criteria:

LOCD should be editable from the detailed table for LM module

once LOCD is overwritten by the user (AMP, DP, Quality), a dark orange border should appear on the cell.
