IO-Overwrite assessment is not displaying.

Overwrite assessment is not displaying when ocean proposal limit is greater than 0 and ocean proposal limit > ocean%

Ocean proposal limit is 95 and ocean% =51% >> working fine

For Split % overwrite the comment displaying in UI is ---split overwrite of 20% has resulted in ocean percentage decreasing to 80.00% which is less than the ocean proposal limit by 19

and in user story it has mentioned as ---The current split overwrite of xx% has resulted in ocean percentage decreasing to yy% which is less than the ocean proposal limit by zz%.

When primary MOT is AIR and Secondary is NULL or primary MOT is NULL and Secondary is AIR or primary MOT is ROAD and Secondary is AIR >>>Then  yy% is displaying as 0 .
