PCM - Review the join condition for the DLPP readiness date (change from country desc to country key)

Problem Statement

DLPP data is not having the best hit rate possible to the PCM incidents data. Right now the joining of the data happens based on GRP and Country.

We have noticed difference in country descriptions:

• DLLP shows "United States of America", while PCM data shows "UNITED STATES"

To avoid such misses, we should change the join condition to look at the country key instead (in both places, it will be US)

Along the same line, we should also change the join condition for the GRP to use GRP key instead of GRP Description
