Issue with Copy To dropdown selection

Met with this issue while testing OS-6732;

Taken Copy from and Copy To are from different Users

Issue 1- Copy from and Copy to are created by different users, but it is copying which is incorrect.

Issue 2- As per AC in OS-6732 , Copy should list versions in dropdowns which are  part of "My Projects". But Dropdowns are displaying all versions present in "Shared Projects" and "Available Global/Regional Projects" sections. This is incorrect. Please refer attached for more details.

Expected Result: Should work as per AC in OS-6732,  "From Version and To Version should be both created by Same user. Only List versions that are part of My Projects."
