Enhanced logic based on PCM events

• I was not able to successfully test this due to a lack of good examples in Dev
• I tried to change some PCM events in dev, but when I did this, I did not get the expected results in the PIR. I tried so make some change on the following items/PCM events
• NPL -> item F000000266 (PCM 17504): Launch date of 01 Sept 22 maintained, but this date does not become visible in the PIR and is also not considered for the SO/SR logics
• DISC -> Item F000097996 (PCM 16988): Discontinuation date of 14 Dec 22 maintained, but this date does not become visible in the PIR and is also not considered for the SO/SR logics
