Supply Alert - Possibility to publish the alert with or without email

Problem Statement

In current state of the platform, when hitting the "publish" button, the email is triggered to the complete list of suscribers. It happens frequently that BSL can do some updates to the alert and make them available to all, but without specifically re issuing the email.

When publishing the BSL would like to be able to decide to publish with email, or publish without email.

Acceptance Criteria

• When hitting the publish button, users get a pop up message "Alert is published successfully. Would you like the alert to also be distributed by email to suscribers?"
• Comes with a Yes / no buttons
• BSL still get the second pop up to decide if they want to include the heatmap as part of the email.
